Treasury has just released Joe Flanagan's latest evaluation of NZ public sector business cases. It's well worth a read - see the report here

We see that the strategic case is now done well, but an area for improvement is more expert use of the options filter and use of the 'do minimum' option.  We strongly agree that this must be done well in order to provide real options (and subsequent trade-offs) for a fully informed investment decision.
